Select all, filter for Chord Symbols, then change it. I can't globally edit the Chord symbol font size before or during entry, but I can do it after entry. In any case, I found a way to do it after the fact. I still wouldn't have the answer to my question. In both cases the doc says "Limited." That doesn't tell me anything specific about the limitations. There are two places on the page you mentioned that might be relevant: Chord symbols, and edit font.
For example, the initial issue - can I globally edit Chord Symbol fonts - is only indirectly addressed. But, for a user learning the program, it isn't helpful.

Sib 1.4 - 6.2, Windows 7 Pro 64 bit, 2.13 GHz Core 2 Duo Audiophile 2496 4 G RAM. It is possible to make *everything* bigger by going into Layout > Document Layout and increasing the staff size, and this will increase the size of the chord symbols as well, but that is probably not what you want. In full Sibelius you cold filter for chord symbols so you would not have to select each one, but that is not available in First either. But since that is not available in First, about the best you can do is open the Properties window, then select each chord name you want to increase the size of (click the first one, the use ctrl or cmnd-click to get the other ones, and then you will be able to increase the font size for selected chord symbols. You could do it in the full Sibelius by changing the text style associated with chord symbols. Unfortunately you cannot do that is Sibelius First.
